What is a BMC-91 filing?
BMC-91 is the federal form a trucking insurer files with FMCSA to certify that a motor carrier carries the minimum required public-liability insurance ($750,000 for general property carriers, more for hazmat or passenger). The insurer files it on the carrier's behalf, and the filing must remain continuously on record for the carrier's operating authority to stay active.
What is the difference between BMC-91 and BMC-91X?
BMC-91 covers a single primary insurer providing the full required liability limit on its own. BMC-91X is the layered version — multiple insurers combine to reach the required limit (one primary policy plus one or more excess layers). Both are equally valid for FMCSA compliance.

This typically reflects insurers that have stopped writing trucking insurance, been acquired, or rebranded — historical filings remain in the public record indefinitely.
Can I file my own BMC-91 with FMCSA?
No. Only an FMCSA-registered insurance provider can file the BMC-91, BMC-91X, or BMC-34 form on a carrier's behalf. The carrier purchases the policy; the insurer submits the proof of coverage to FMCSA directly.
