A BOC-3 process agent is the third party a motor carrier, broker, or freight forwarder names on FMCSA Form BOC-3 to accept legal service of process in every state the operation crosses. Federal regulation 49 CFR § 366.4 requires every interstate operator to keep a current BOC-3 on file.
