Inspection Levels
The CVSA (Commercial Vehicle Safety Alliance) North American Standard defines six roadside inspection levels. Each has a distinct scope and triggers different out-of-service (OOS) criteria.
Full Inspection
The most comprehensive check: driver credentials and hours of service, brake systems, tires, lighting, coupling, frame, fuel system, hazmat placarding, and cargo securement. A single OOS violation at this level removes the unit or driver from service until corrected.
Walk-Around Driver/Vehicle
Same scope as Level 1 minus items that require going under the truck. Driver documents and exterior vehicle condition are reviewed; brake-chamber travel and the underside are skipped.
Driver-Only
CDL, medical card, hours-of-service log, seat-belt use, alcohol/drug use, shipping papers, and HAZMAT/endorsements. No vehicle inspection component.
Special Inspection
One-time examination for a specific item, typically tied to a research study or a focused enforcement initiative. Scope is narrow and pre-defined.
Vehicle-Only
A Level 1 performed at the carrier terminal or maintenance yard with no driver present. Commonly used for annual fleet compliance verification.
Radioactive Materials
Enhanced inspection for vehicles transporting highway-route-controlled quantities of radiological material. Adds radiological survey + enhanced shipping-paper review on top of Level 1.
